To: ITT providers in England

Further to ITT Circular 10/01 issued June 2010, HESA is now in a position to confirm that as a consequence of changes to the role and organisation of GTCE, the updates to the ITT Record announced for C11053 are now on hold. No changes will be made to the ITT Record for 2011/12 and it is not known at this stage if and when the previously announced changes will be implemented. The ITT Record collection due this summer will still go ahead as planned.

Changes to the Initial Teacher Training In-Year Record for 2010/11 (C10053) and 2011/12 (C11053)

This circular outlines future changes to the Initial Teacher Training In-Year Record for both 2010/11 and 2011/12.

In order to further improve the process by which students are provisionally registered and reported to both General Teaching Council for England (GTCE), HESA will be implementing some changes to the ITT In-Year Record. The changes will be implemented over two reporting periods starting in August 2010.

Changes for 2010/11 (C10053)

1. The HESA data collection system will be expanded to allow the feedback of Teacher Reference Numbers (TRNs) from GTCE to HE institutions after Provisional Registration has occurred.

The Teacher Reference Number (TREFNO) is the primary identifier for all teachers and trainee teachers who are registered with the GTCE. It is currently allocated by GTCE as a part of the Provisional Registration process and is collected as a field in both the HESA Student and ITT records.

The implementation of the Provisional Registration process – moving the registration from the point at which QTS is awarded to the start of the ITT programme – provides an opportunity for this number to be incorporated in the various data interactions at a far earlier stage than in previous years. HESA will receive a copy of the TREFNO from the GTCE after provisional registration has taken place and institutions will be able to download these numbers from Aardvark data collection system and incorporate them into local systems.

Changes for 2011/12 (C11053)

2. The record specification will be expanded to include fields that capture outcome of course and class of degree information.

Outcome data is currently collected by GTCE on the TTR4 form and uses the following broad categorisation:

  • Awarded QTS
  • Failed
  • Deferred
  • Withdrawn
  • Deferred for skills test

From 2011/12 the ITT Record will be expanded to capture outcome information, replacing the TTR4 survey that GTCE currently runs. In addition to outcome information, confirmation will also be required for those students who are still continuing on their teacher training course.

The detail of the outcome field/fields is yet to be finalised though it is likely to be close to the specification of the OUTCOME field in the Student Record.

3. The collection process will also be expanded to include linking so that every record that is reported has some form of closure – including an award or a deferral - at the end of the reporting cycle.

The requirement to close every record submitted in each reporting cycle means that there will be a requirement for additional collection activity towards the end of the reporting period. The key changes are:

  • An expansion of the system interface report students whose record is yet to be closed for that reporting period
  • An expansion of the collection system to report back closure information for checking by the institution
  • An expansion of the collection cycle beyond the defined “reporting period” i.e beyond 31 July
  • An additional formal stage in the collection timetable for the reporting of outcomes information
