Please note that the codes originally listed for White - Scottish, Other
White background and Gypsy or Traveller were previously incorrect and
have now been updated.
Note that code White is only applicable for the Student record in Scotland.
Note also that for the Staff record it will be expected that
current staff members are recoded, where applicable, using the new
coding frame.
Following the change in ethnicity coding for the 2011 Census HESA will be introducing a new coding frame for both the Student and Staff records from 2012/13 onwards.
The changed coding frame is in line with benchmarking against different national census questions. There are some differences in the codes that can be used by institutions in each administration. The table below details the new coding frame and the coverage of each valid entry. It is expected that this revised coding frame will be used for all new students with an Instance.COMDATE on or after 2012-08-01, and all staff members.

The new coding frame has been designed to ensure that institutions do not have to re-survey or re-code continuing students. All of the existing ethnicity codes map into the new structure.
The coding frame used by UCAS for 2012 entrants is as listed above with the exclusion of codes 13 White - Scottish, 19 Other White background and 15 Gypsy or Traveller. It is expected by DELNI and the SFC that institutions in Northern Ireland and Scotland will re-code from the UCAS subset to the full HESA coding frame.This will require institutions in Northern Ireland and Scotland to survey students for ethnicity on registration.
It is expected that there will be a number of other changes for the 2012/13 Student record. HESA is currently gathering requirements from the Statutory Customers. It is planned that a small consultation will be run in the Autumn with a view to announcing agreed changes by the end of 2011.
