Following earlier review, HESA will be implementing JACS 2 in parallel with introduction of the new Student Record.

Coverage of this field is to be extended to all students. However, for non-UCAS entrants institutions may use the generic codes and not provide details of individual named institutions.

These will not change from the current listing: Previous Institution Attended

The coding frame from the current SPCSTU field has been separated into three separate fields. This is the one dealing with entry via access programmes.

The coding frame for this field needs to be updated. This work cannot, however, be completed until it is known what information is going to be available on detailed individual qualifications for UCAS entrants. (See Qualification on Entry entity.)

Current coding frame is here: Highest Qualification on Entry

In the first consultation document reference was made to Statutory Customers’ interest in extending the coverage of fields such as SEC and SOC2000 beyond collection for just UCAS entrants.
In this second consultation, the Welsh Assembly Government would welcome further comments from Welsh institutions on the feasibility or otherwise of extending the SOC2000 and SEC fields to non-UCAS undergraduates. The requirement for this information is to be able to take forward the recommendations of the Graham Review into part-time HE study in Wales (due to report at Easter 2006) and to be able to monitor the impact of those recommendations on different socio-economic groups and widening access.
SEC is generated from SOC using a standard algorithm and HESA is investigating whether this could be generated centrally by HESA if institutions undertook the collection of occupation information and coding of SOC. HESA already makes available under licence software for coding of SOC, which is used by those responsible for the DLHE return. This software could also be made available to student record contacts to assist with coding.
Welsh Institutions are invited to comment on the practicality of this proposal.
DfES now require that this field record whether or not a student has prior HE experience lasting six months or more. Hence, a new coding frame is proposed.
