Dear Colleagues
Please note that these changes are for the 2001/02 reporting period, and so do not affect the December and July returns made for 2000/01.
The new categories introduced conform to the draft 2001 Census classifications lodged with Parliament as at November 2000. Confirmation of census classifications is due early in 2001. HESA will confirm final classifications when known, and issue replacement pages if necessary.
The codes in this field are consistent with those currently adopted by UCAS, except for code 34. Code 34 'Chinese and Other Ethnic background - Chinese' follows the draft census definitions. For 2001/02 UCAS code 34 'Asian and Asian British - Chinese' will be accepted by HESA and grouped with code 34 'Chinese and Other Ethnic background - Chinese'. Both definitions should be aligned with the final 2001 census definitions once these are confirmed.
The new coding frame must be used for students entering from 01/08/2001 onwards. However continuing students (i.e. those with a COMDATE before 01/08/2001) should not be re-coded.
As a consequence of the introduction of new ITT codes in field 53, Teacher training course identifier, the definition of ITT for field 23 in validation will be extended to include codes 6 and 7 of field 53 TTCID. (Please note that there is no replacement page for field 23.)
Code A ‘Fast-track (ITT)' is added to this field, in order to allow the TTA to identify ITT students following the Fast-track route. The Fast-track definition is: "All trainees who have passed the national selection process for the fast-track initiative and who are training in ITT on that basis".
Compulsory for institutions in England, Scotland and Wales where code 1, 6 or 7 is returned in field 53, Teacher training course identifier, and a relevant qualification is returned in field 37/38, Qualification obtained, or field 161/146, Outcome of ITT programme, is coded 1.
Due to the introduction of new ITT codes 6 and 7 in field 53 TTCID, the status of field 29 is extended to be compulsory for those students coded 1, 6 or 7 in TTCID.
A new code has been introduced to identify the Foundation degree as a qualification aim. Code 28 ‘Foundation Degree' is intended to cover those programmes which HEIs are running as Foundation Degrees which are consistent with the 'Statement of Design Principles' for Foundation Degrees being issued by CVCP and SCOP.
As a consequence of the introduction of new ITT codes in field 53, Teacher training course identifier, the definition of ITT for field 43 in validation will be extended to include codes 6 and 7 of field 53 TTCID. Only a subset of HESACODEs are allowed in field 43 for ITT students in England and Wales.
6 ‘TTA funded modular provision (ITT) - student concurrently employed'
7 ‘TTA funded modular provision (ITT) - student not concurrently employed'
New ITT codes are introduced to separately identify TTA funded modular provision and whether individual students on such provision are concurrently employed or not.
As a consequence of the introduction of these new ITT codes, the coverage of fields 29, 54, 160 and 161 has been extended to include students coded 6 or 7 in field 53 TTCID.
Also as a consequence of the introduction of these new ITT codes, the definition of ITT for fields 23 and 43 in validation will be extended to include codes 6 and 7 of field 53 TTCID.
Compulsory for all initial teacher training students in English and Welsh institutions. (i.e. shown as code 1, 2, 6 or 7 in field 53, Teacher training course identifier.)

New codes have been introduced in this field to enable the DfEE to identify cases where a student is having some of their tuition fees paid for by the Student Loans Company/SAAS, although the student is paying for the remainder of their total tuition fees.
A new code is also introduced to identify fees paid under the part-time graduate apprentice study programme. Code 09 covers cases where fee remission is granted to employees of small and medium sized businesses who are studying part-time towards an HE qualification as part of a recognised Graduate Apprenticeship.
