Listed below are details of the cumulative changes to the 2008/09 Finance Statistics Return with Higher Education - Business and Community Interaction Survey (C08031).
From 2008/09 onwards the Higher Education - Business and Community Interaction Survey (HE-BCI Survey) will be collected alongside the HESA Finance Statistics Return (FSR) under the new collection name Finance Statistics Return with Higher Education - Business and Community Interaction Survey (FSR with HE-BCI Survey).
HE-BCI data was previously collected by HEFCE on behalf of the UK Stakeholder's group. The HE-BCI Survey underwent significant change in its early years. However since 2003-04 the HE-BCI Survey has informed funding in England. Given the now stable nature of the return a decision was taken to transfer collection to HESA, thereby aligning it with other UK-wide collections. By incorporating the HE-BCI Survey into the HESA FSR it is hoped burden will be reduced by using common data return standards. It is further hoped that the integration of HE-BCI with the FSR will allow for cross-checks to be made between the two during data collection, thus improving data quality.
With integration of the HE-BCI Survey with the FSR, there was a need to address the mechanism used for collection of the information. The HE-BCI Survey consists of two sections: the first (Part A) is a qualitative questionnaire that will be collected by HESA as a web form and the second (Part B) is a set of quantitative data, which will be collected in a separate Excel workbook, in parallel with the FSR. Institutions should submit the return, comprised of completed web form and templates, to HESA by 23 December each year.
The Finance Statistics Return and the Higher Education - Business and Community Interaction Survey (Part B) will be distributed by HESA as spreadsheet template files to be completed and returned by institutions. The templates (in .xls format) for the returns are available for institutions to download from http://www.hesa.ac.uk/08031. Data must be returned using the two templates provided by HESA for the 2008/09 year.
Once completed, these files should be returned using the HESA data collection system. To complete the Higher Education - Business and Community Interaction Survey, the web form and both templates must be submitted and the templates passed commit stage validation before the return can be set to credible and signed-off. Guidance on submitting data to HESA is available from https://submit.hesa.ac.uk/help.
Note that the (non-functional) templates are provided to illustrate the structure and general content of the collection. It is likely that there will be some changes before finalising this information in the light of recently released updated model financial statements
Template changes
For 2008/09 the FSR and HE-BCI Survey (Part B) templates have
been restyled, the numbering systems of the rows and columns updated
and each table placed on a separate worksheet within the workbooks.
The 4-digit HESA institution identifier (INSTID) has been replaced by
the 8-digit UK Provider Reference Number (UKPRN), which is the unique
identifier allocated to institutions by the UK Register of Learning
Providers (UKRLP). Adoption of the UK Provider Reference Number (UKPRN)
is a key element in the standardisation of data definitions between
stakeholders' systems. It is envisaged that, over time, all
stakeholders will adopt the UKPRN as the primary identifier for
institutions.
There are some additional changes to the FSR and HE-BCI Survey templates as a result of consultation detailed as follows:
1. Changes to FSR
The FSR template has been updated to incorporate a new table (Table 2 Statement of recognised gains and losses) to reflect the HE SORP and to include changes to Table 5a, 5b, 6a, 6b and 7 as requested by the Research Councils.
Income from fees is currently split between full-time and part-time students and between undergraduate and postgraduate students. It was requested by the Research Councils that this additional level of detail was added to distinguish between postgraduate taught and postgraduate research students.
2. Changes to the HE-BCI Survey
The HE-BCI Survey template has been updated to reflect a request by the HE-BCI Survey Stakeholders:
