2004/05 HESA STAFF RECORD COLLECTION (REF: C04025/C04026)

The purpose of this Circular is to inform colleagues that the Coding Manual supporting the 2004/05 Staff Record is now available to download from: index.php?option=com_collns&task=show_colln&Itemid=232&c=C04025&s=2

Institutions should pay particular attention to the following areas where changes have been made.

1. Coverage of the record

Atypical staff

Staff who hold only atypical contracts must now be included in the staff return. The definition of atypical staff remains unchanged and can be found at: index.php?option=com_content&task=view&id=350&Itemid=233#atypical.
However there is a requirement to return only a minimum data set for atypical staff. Where within the HESA reporting period such staff have multiple atypical contracts with the same characteristics, i.e. Activity code and Cost centre, only one contract record need be returned, identified as 04126 in RECID, and recording the total FTE worked.

2. 2004/05 Staff Coding Manual

Further guidance has been added to fields as follows:

Person Table (04025)

Field 004 Date of birth   BIRTHDTE
Additional default date of birth 19010101 as per the Inland Revenue.
Field 015/016 Academic discipline 1/2   ACCDIS1/2
Clarification with regard to the coding of academic discipline for staff members.
Field 017 Regulatory body   REGBODY
Clarification on the use of code 00 Not currently registered to practice.
Field 023 Total monies paid during this reporting year   TOTSAL
The Total monies paid during this reporting year is not required for the 2004/05 academic year.
Institutions must therefore complete this field with 9999999.

Cost Centres

Following from the recent review of the HESA Finance Record it was agreed that a simplification of the current list of cost centres was required, achieved by merging or removing existing cost centres.

To this end a pattern of cost centres has been finalised that strikes a good balance between being simple and providing a rich presentation of information. The changes are summarised below.

It is obviously necessary to implement the cost centre changes across the full range of HESA data streams. The replacement Finance Record will reflect these changes from 2004/05; the Staff and Student Records also need to migrate as soon as possible. However, since the changes effectively amalgamate existing cost centres to a shorter list, it is possible to stage implementation in the Staff and Student data streams. For the 2004/05 Staff Record, institutions are encouraged to use the new shorter list of cost centres, but where this might present difficulties, institutions can in 2004/05 continue to use the existing fuller list of cost centres. During such transition HESA will undertake appropriate amalgamation before onward use of the data. From 2005/06 onwards, validation will prevent the use of the "old" cost centre list.
