HESA produce and publish the performance indicators on behalf of the following bodies:

    HEFCE      HEFCW

    SFC       DELNI

The specification for the production of the indicators is determined by the Performance Indicators Steering Group (PISG) which was set up in 1998. PISG's original brief was to take forward the recommendations of the National Committee of Inquiry into Higher Education, and the request of the Secretary of State for Education and Employment to develop appropriate performance indicators and benchmarks for families of institutions with similar characteristics and aspirations.

Initially the indicators were restricted to higher education institutions funded by HEFCE, HEFCW and DELNI. In 2000, SHEFC formally requested that the PISG work on performance indicators was extended to embrace institutions in Scotland and from that point forward PISG considered indicators covering the whole of the UK.

Since its inception, PISG considered both policy and technical aspects of the Performance Indicators within a single group, with meetings two or three times a year.

In 2011, a sub-group of the PISG, the Performance Indicators Technical Group (PITG) was set up to provide technical advice to the PISG while the role of the PISG became more policy focused.

The role of PISG is to oversee the implementation, management and ongoing development of the institutional performance indicators for higher education through the advice it provides to the UK funding bodies and other relevant bodies. Through the advice it provides, the PITG will support the PISG in its role. For more information, see the terms of reference.

The PISG normally meet one to two times per year with the PITG meeting a minimum of two times per year. The first of the PISG took place on 28 March 2011 and PITG on 30 June 2011. The membership of PISG is drawn from government departments, the funding councils and representative bodies who are suitability placed to take a strategic view with regard to issues surrounding HE performance indicators. PITG membership includes nominated members from the funding bodies, government departments, Higher Education Statistics Agency and UCAS.
