The members are Universities UK and GuildHE. HESA is funded by subscriptions from the higher education providers from whom we collect data.

HESA has a statutory role in England under the Higher Education and Research Act – see Designated Data Body for England. HESA's role in the rest of the UK is described in Statutory role in Wales, Scotland and Northern Ireland.

HESA has a wholly owned subsidiary: HESA Services Limited. Any profit made by HESA Services Limited is transferred under deed of covenant to Higher Education Statistics Agency Limited.
