This document sets out the changes to the Estates Management record for the 2015/16 collection and upcoming changes in the sector. 

Estates Management record annual update consultation

In January 2016 HESA launched a consultation as part of the annual update of the Estates Management record for changes to the 2015/16 EMR. The consultation originated from work between HESA and USHA in order to reduce burden and improve data quality in the Health and Safety section of the Estates Management record. The main focus of this work has been fire data.

48 responses to the consultation were received from the HE sector. We are grateful to everybody who responded. A summary of the consultation responses is available for further information on the background to these changes. 

Changes to Estates management record for 2016/17

Major and minor fire definitions

Respondents were asked to provide amendments to the suggested definitions for major and minor fires. A variety of responses were received, with a number of respondents providing alternative definitions or amendments to the suggested definitions, the responses will require further investigation and discussions between HESA and USHA. 

Items to be removed 

1. The following categories will be removed from the Major and Minor fire entities:

  • A source which cannot be determined 
  • Car fire
  • Cooking
  • Electrical 
  • Hot works contract or activity
  • Laboratory activity  
  • Malicious 
  • Naked flame
  • Smoking
  • Other.

The following major and minor fields will remain:

  • Residential number of major fires total (IFRMAT)  
  • Non-residential number of major fires total (IFNRMAT)
  • Total number of major fires (IFMATOT)
  • Residential number of minor fires total (IFRMIT)
  • Non-residential number of minor fires total (IFNRMIT)
  • Total number of minor fires (IFMINTOT).

2. The nature fields will be removed from the entities Number of major fires and Number of minor fires.

The nature fields are:

  • Nature of major fires a source which cannot be determined (IFNAMAUD)
  • Nature of major fires car fire (IFNAMACA)
  • Nature of major fires cooking (IFNAMACO)
  • Nature of major fires electrical (IFNAMAEI)
  • Nature of major fires hot works contract or activity (IFNAMAHC)
  • Nature of major fires laboratory activity (IFNAMALB)
  • Nature of major fires malicious (IFNAMAML)
  • Nature of major fires naked flame (IFNAMANF)

4. The Number of people injured as a result of fire entity and all its fields will be removed

These fields are:

  • Number of people injured as a result of fires naked flame (IFPNAKF)

5. The Number of external fires entity will be removed.

The total number of fields removed is 127.

RICS Property Measurement Professional Statement

From 01 January 2016 all RICS professionals undertaking and commissioning property measurements are required to follow the RICS Property Measurement Professional Statement. We investigated the onward impact of the new standard and in conjunction with AUDE, decided that no changes would be made to the space measurement methodology. This is because the use of RICS in the Estates Management record differs to the commercial and professional use of RICS. 

Scope 3 Supply Chain Emissions

We have been made aware of potential double counting in this field. In order to clarify the guidance, the following sentence will be added:

"Where supply emissions are calculated through a purchasing consortium and this overlaps with other supply chain emissions reported to HESA, providers are asked to remove where possible to reduce double counting of scope 3 emissions."
