Notes

A percentage should be returned to one decimal place.

The frequency rate is the number of hours a teaching room is in use as a proportion of total time available.

The frequency should be measured on an hourly basis. As an example, if a room were used for 4 hours out of an 8 hour 'working day' then the frequency rate would be 50%.
