This is a guide to the DLHE check documentation. This documentation should be used in conjunction with the Coding manual and the Check documentation.

Introduction to check documentationBack to top

A successful TEST_COMMIT/COMMIT transaction will generate several reports containing management information that higher education providers (HEPs) will need to review to assess data quality. The check documentation is the most substantial of these reports.

white_cd.gif Check documentation takes the form of an Excel workbook containing a series of tables which present much of the submitted data to enable HEPs to ensure that their submission represents their HEP's profile as expected.

All tabs within the Excel workbook are designed to be checked by both HEPs and HESA, however HEPs are reminded that primary responsibility rests with them; HESA aim to support HEPs in ensuring their data are of the highest quality. HEPs are in an excellent position to recognise more detailed anomalies within their data, using local knowledge of the intricacies of their own HEP, and are strongly encouraged to closely scrutinise the check documentation reports. The check documentation is also used by HESA to conduct data analysis and quality assurance of a data submission. Queries raised on these issues form the basis of any data quality queries fed back to HEPs through the Minerva data quality database.

This guide details some of the key items, providing details of the population and fields used in their creation along with guidance on interpreting the item and tips detailing common issues. Note that this guide is not exhaustive and HEPs are advised to extensively review the check documentation.

CD_Compare.pngCheckdoc compare: The data collection system will provide a second version of the check documentation for every re-COMMIT/TEST_COMMIT processed by a HEP. This version of the check documentation presents a colour shaded version of the Excel spreadsheet with variances being highlighted.

Exception report

Exception.gif HEPs are advised to review any warnings listed within the Exception report following a successful TEST_COMMIT/COMMIT transaction. Any data items listed should be examined and amended and/or explained as necessary through the Minerva data quality database.

Full details of the COMMIT-stage exception rules for DLHE can be found in the COMMIT-stage validation webpage. HEPs should pay particular attention to new exception rules introduced in the current reporting period.

This report contains data that has passed validation because it is a valid entry but is highlighted because either the data has changed from the previous year when it might be expected to remain the same or is exceptional in some way.

An example of this in the DLHE record might be where a graduate has a full-time Mode of Study but also has full-time employment circumstances which is not an expected scenario.

The reports will feature the number and details of records failing a rule along with a percentage change column to enable quicker recognition of changes between submissions.

What to do if you find issues within your check documentationBack to top

Where anomalies are found they should be recorded on any relevant Minerva queries raised by HESA and the queries set to 'Will fix by last submission'. The HEP should then contact [email protected] to request that the data is decommitted in order for the necessary amendments to be made and the data resubmitted. Once resubmitted, the HEP should update the query in Minerva to 'Ready to be checked'; this will indicate to HESA that the data is ready to be checked.

DLHE data is used in the Statistical First Release, in the Publications and products, through heidi and in data enquiries handled by the HESA Bespoke Data Service team. Data is also passed to HESA's Statutory Customers for their own onward analyses.

The Query sheet has been added to the check documentation from 2013/14 and is designed primarily as an aid for the Data Quality Assurance team at HESA to use during the quality checking period. The sheet has been made available to HEPs as it may be a useful aid in identifying potential data quality issues. The queries listed in the Query sheet are generic queries based on the shading within the relevant check documentation item. Please note that the Query sheet is indicative only and will not necessarily reflect the content of any data quality queries raised by HESA during the quality assurance process.

Response 1 - Analysis of DLHE response rate by level, domicile and mode

DESCRIPTION: The first block of data (DLHE target population (POPDLHE)) contains the number of students that should have been contacted for the current DLHE survey and is based on the Student record.

Popdlhe.gif The second block of data (DLHE Matching Target Population) contain the number from whom a response is received.

The second row of the table or the third block of data (% Response against target population (2013/14)); the fourth block of data is for (% Response against target population (2012/13)). The fifth and final block is for the percentage difference between these two years.

WHAT TO LOOK FOR: Check the 'Total' row in the % Difference between years where:

  • UK Full-time is less than 80%
  • UK Part-time is less than 70%
  • Other EU students is less than 50%
  • Non-EU international leavers is less than 20%

Where a target has not been achieved the cell will be shaded in grey.

Check that the 'Total' row in the % Difference between years has not decreased in quality (-10%). This will be shaded in checkdoc if it is -10%.

(New for 2013/14) SECTOR AVERAGE

If the population is greater than 24 and the figure is less than 10% of the sector average, this will be shaded in the sector average table.

Response 2a - April census response rate by level, domicile and mode

DESCRIPTION: This item displays the number of records submitted (where a match to the DLHE target population (POPDLHE) has been made) with the total target population for comparison.

WHAT TO LOOK FOR: Check for low or zero number as this may indicate that these data have been accidentally omitted Response 4 - Analysis of status of responses for DLHE records matching target population.

Response 2b - January census response rate by level, domicile and mode

DESCRIPTION: This item mirrors the details for 2a but displays January responses.

WHAT TO LOOK FOR: Check that there are responses for both survey periods and across a range of modes, qualifications and domiciles. If there are zero responses for one survey date it may indicate that the records have not been returned for that survey.

tick.gif However, a cross-check with the POPDLHE file supplied in the Student record should be done to check for consistency. A further cross check with the Match report will show whether the correct cohort of students were identified for survey.

TIPS: Most HEPs should have students in both surveys.

Response 3 - Analysis of status of responses for DLHE records matching target population

WHAT TO LOOK FOR: The target response rate for Research Council funded students is 80% for UK and Other EU domiciled leavers combined. Check whether this target has been achieved.

Response 4 - Analysis of status of responses for DLHE records matching target population

DESCRIPTION: This item contains a count of leavers by status type and also by percentage.

WHAT TO LOOK FOR: A very large number of same status responses might not be genuine. HESA will query where there has been a higher than 1% response obtained from the HEP's own records. Also, it is not expected that there will be a large number of third party responses, explicit refusals, or deceased statuses.

TIPS: The Exception Report will trigger a warning if Student.STATUS 05 and 06 is used more than in 2% of cases.

Performance Indicator Table E1 - Employment Indicator: UK domiciled students obtaining undergraduate qualifications

DESCRIPTION: This item contains only information relating to students obtaining applicable undergraduate qualifications from full-time and part-time courses. It excludes students domiciled from Guernsey, Jersey and Isle of Man.

Block 1 contains:

Total population

  • Eligible population = All full-time UK domiciled leavers excluding Guernsey, Jersey and IOM students awarded a first degree qualification and included in the POPDLHE. The figure should be broadly comparable with the value in Response Table 1 cell B15.
  • Number of respondents - publication category 'Primarily in work and also studying' and 'Primarily studying and also working' only FT/FD/excl. Guernsey, Jersey and IOM (Please note that these categories may be grouped together into a further category, 'Work and further study').

WHAT TO LOOK FOR: Check response rate % for this year compared to last year.

Block 2 contains:

Employment indicator (including further study)

  • Base population = publication category 'Primarily in work and also studying' and 'Primarily studying and also working'. Please note that these categories may be grouped together into a further category, 'Work and further study'.
  • Number employed or studying - publication category 'Primarily in work and also studying' and 'Primarily studying and also working' only FT/FD/excl. Guernsey, Jersey and IOM (Please note that these categories may be grouped together into further category, 'Work and further study').

WHAT TO LOOK FOR: Check response rate % for this year compared to last year.

Block 3 contains:

Context statistics of respondents

  • Not available for work - publication category 'Due to start work' and 'Other'.
  • Refused to take part in the survey.

WHAT TO LOOK FOR: Items 2a, 2b and 2c will not be queried by HESA and have been included for the benefit of HEPs. These items provide a breakdown of responses using a matrix of 'Most important activity' and 'All activities'. HEPs are advised to check that the spread of values is reflective of the responses.

Employment 1 - Standard Occupational Classification of all leavers in UK employment

  • Check that in the 'Total employed in the UK' the majority of leavers are populated in the SOCDLHE2010 categories between 1XXXX and 4XXXX.
  • Check that Employment.EMPBASIS codes have a reasonable spread over all codes.
  • Check that the percentage in the Professional/Managerial category with an Employment.EMPBASIS of 06 'Voluntary work' 09 'Temping (including supply teaching)' of 10 'Other' is not greater than 20%.
  • Check that the level of 99 'Unknown' Employment.EMPBASIS is not greater than 20%.
  • Check that the level of 00010 'Not known/not applicable' SOCDLHE2010 is not greater than 20%.

Employment 2a - Employment basis of UK domiciled leavers by level and mode

Employment 3a - Summary of salary for leavers in full-time employment

PRIORITY: MAJOR-HIGH

DLHE FIELDS USED: SALARY, EMPUNPAID, EMPBASIS
POPULATION: XPDLHE02=1, employment entity exists and an occurrence of Student.ALLACT=1 and Employment.PTHOURS does not exist

WHAT TO LOOK FOR: There should be a range of salaries which would usually fall in the 10,000 to 25,000 band. It is not expected that there will be too many in the zero to 10,000 band nor too many in the 25,000 to 200,000 band. HESA will query if more than 85% of full-time leavers are in the 'Salary undisclosed' column.

Check to see if there are salaries that are greater than 20,000 for leavers on Employment.EMPBASIS 06 'Voluntary work', 07 'On an internship', 08 'Developing a professional portfolio', 09 'Temping' (including supply teaching). These should be investigated.

It is not expected that there will be many leavers in employment with zero salaries, where Employment.EMPBASIS is 01 - 05. Check to see that zero has been used correctly i.e. where salary is unknown then is should be populated with zero.

Salaries greater than 80,000 should be checked using job title and job duties as well as employment basis to assess whether the data is credible.

TIPS: Salary information for respondents who are working full-time in the UK may be used in Unistats.

Employment 3b - Summary of salary for leavers in part-time employment

PRIORITY: MAJOR-HIGH

DLHE FIELDS USED: SALARY, EMPUNPAID, EMPBASIS
POPULATION: XPDLHE02=1, employment entity exists and an occurrence of Student,ALLACT=2 or Employment.PTHOURS exists

WHAT TO LOOK FOR: There should be a range of salaries which would usually fall in the 7,000 to 25,000 band. It is expected that the majority of responses will fall between 10,000 and 25,000 bracket. HESA will query where more than 85% of full-time leavers have not disclosed their salary.

Check to see if there are high salaries for leavers on Employment.EMPBASIS 06 'Voluntary work', 07 'On an internship', 08 'Developing a professional portfolio', 09 'Temping' (including supply teaching).

It is not expected that there will be many leavers in employment with zero salaries. Check to see that zero has been used correctly i.e. where a salary is unknown then it should not be populated with zero.

Salaries greater than 60,000 for respondents on employments basis 03 'Permanent or open-ended contract', 04 'Fixed-term contract lasting 12 months or longer' and 05 'Fixed-term contract lasting less than 12 months' should be checked using job title and job duties as well as employment basis to access whether the data is credible.

TIPS: Average salaries of less than 7,000 are shaded in the check documentation and also trigger an exception warning.

Employment 4 - Summary of total estimated earnings of leavers in employment by number of jobs

PRIORITY: MAJOR-HIGH

WHAT TO LOOK FOR: Check where Employment.ESTEARN Undisclosed Total is more than 50% (excluding those who chose not to answer). It is not expected that this percentage will be high. It is not expected that of the leavers who chose to answer the question, there will be more than 10% with four or more jobs. Also, check that where the number of jobs is recorded as between 4 and 9, that the estimated earnings are not reported as zero. Check that where the respondent holds more than one job the earnings estimated are sensible.

Employment 5 - All leavers in employment by location of employment, DLHE records in employment matching target population

PRIORITY: MAJOR-HIGH

WHAT TO LOOK FOR: Check where there are a high number (50% or more) of Non-EU leavers working in the UK as this is not expected. The majority of UK leavers are expected to be employed in the UK, although it is likely that a few will be employed in Other EU and outside the EU. If there are no leavers in this category or if the number is higher than expected check that these data have been returned correctly. HESA will query high unknown values.

Employment 6 - Standard Industrial Classification (SIC) Year on year comparison

WHAT TO LOOK FOR: This item displays Standard Industrial Classification (SIC) by major grouping. It will also provide a year-on-year comparison by level. SIC data will be generated once we have received the final SIC data file from our external contractor for SIC coding, therefore, until such time as HESA notify HEIs that these data are available, all results will be shown in section 'V - Not known/Not applicable'.

Item 6 will not be queried by HESA, however, HEPs should note that where the percentage change in the Total column shows a difference of 100% the cells will be shaded in grey.

(New for 2013/14) Employment 7 - Salary returned by Standard Occupational Classification (SOC)

WHAT TO LOOK FOR: This item provides an overview of salary data by SOC group. This item can be used to review the split of salary data that is being obtained and comparison against the sector average. HESA will query where there are more than 24 leavers in a SOC major group and the proportion providing a salary is less than 10% compared to the sector average. These occurrences will be shaded.

WHAT TO LOOK FOR: Check the number of ITT leavers matching target %. If the percentage is greater than 70% then this is acceptable. If in the range of 50-70% and this figure is similar to last year then again, this is acceptable, however, efforts should be made to increase the response rate in future years. Low response rates may be queried. Also, check that the majority of graduates are in 1 'Employed as a teacher'.

Teaching 2 - Summary of employment of ITT leavers in a teaching post by sector and phase

PRIORITY: MAJOR-LOW

WHAT TO LOOK FOR:

  • Check that the majority are in teaching phase 'TEACHPHS' codes 1 'Primary' and 2 'Secondary'.
  • Check that the majority are in Teaching.TEACHFUND 1 'Primary' or 2 'Secondary'.
  • Check that there aren't too many in Teaching.TEACHFUND 4 'Not known'.
