Student record changes for 2015/16 - Changes to the record for FE provision in England

These changes are required to maintain the alignment of the HESA Student record with the FE Individual Learner Record (ILR).

There are a number of changes to existing fields, and two new fields have been added to the record.

Changes to existing FE fields in C15051

Instance.FEOUTCOME Removal of valid entries:
  • 4 Exam taken/assessment completed but result not yet known
  • 5 Learning activities are complete but the exam has not yet been taken and there is an intention to take the exam/assessment
Addition of valid entry:
  • 8 Learning activities are complete but the outcome is not yet known
Instance.PROGTYPE Removal of valid entries:
  • 15 Diploma - level 1 (foundation)
  • 16 Diploma - level 2 (higher)
  • 17 Diploma - level 3 (progression)
  • 18 Diploma - level 3 (advanced)
Instance.LearnerFAM The maximum number of occurrences for this entity has increased from 15 to 18.
LearningDeliveryFAM.LEARNDELFAMTYPE Addition of valid entries:
  • FLN Family English, Maths and Language
  • HHS Household situation
LearningDeliveryFAM.LEARNDELFAMCODE Addition of valid entries associated with new LEARNDELFAMTYPE valid entries FLN and HHS, and deletion of valid entries NSA 21-30. The range for TBS has increased from 100 to 999.
LearnerFundingandMonitoring.LEARNFAMTYPE Removal of valid entries:
  • MGA Maths GCSE achievement
  • EGA English GCSE achievement
Addition of valid entries:
  • EDF Eligibility for EFA disadvantage funding
  • MCF GCSE maths condition of funding
  • ECF GCSE English condition of funding
  • SEN Special educational needs

New FE fields in C15051

GCSE Maths qualification grade

Short name MATHGRADE

Description The highest examination grade awarded to the learner for a GCSE maths qualification.
Applicable to England
Coverage All FE instances.
Field length 4
Part of Instance
Minimum occurrences 0
Maximum occurrences 1
Reason required To establish whether the learner meets the EFA condition of funding.
Notes

This field must be completed with the highest GCSE maths grade for the learner as at the funding qualifying start period.

For learners on a programme of study that extends over several teaching years, this field must be updated at the start of each year.

If the learner’s maths GCSE result is unknown at the start of the teaching year, then this field must be returned with the value of ‘NONE’ and updated once the result is known.

If the learner achieves a maths GCSE during the year, this field does not need to be updated until the start of the following teaching year.

Only maths GCSE achievement should be recorded in this field. If a learner has not taken a GCSE maths exam or has a foreign equivalent qualification then this field must be returned with the value of ‘NONE’.

If the learner has an exemption from the maths condition of funding then this must be recorded in the Learner Funding and Monitoring fields using a Learner FAM type of MCF.

This field must be completed with the highest GCSE English Language or English Literature grade for the learner as at the funding qualifying start period.
