Additional information

The department for Business, Innovation and Skills (BIS) and the Higher Education Funding Council for England (HEFCE) jointly designate courses offered by higher education providers for the purposes of qualifying for student support.

Details of designated providers and their locations are passed to HESA and stored internally to allow validation to be performed.

For the purposes of course-level designation, a course is uniquely identified by the combination of a UKPRN, COURSEID and a LOCATION, which will be submitted to BIS and HEFCE as part of the designation process. Providers may alternatively be designated on the basis of the UK provider reference number (UKPRN) and LOCATION, if the provider holds designation regardless of their course offering.

The XDESIG03 field assigns a value to the instance of engagement between student and course, with reference to the designation status of the latest instance period submitted: XDESIG03 uses the designation status at the end of the reporting period. The accompanying field XDESIG02 ('Designation marker - instance period level') uses the designation status of the course that was current during each instance period as the basis for determining a value, which may potentially result in different values between the fields if the designation status has changed one or more times during the reporting period. The fields will, however, align for the latest instance epriod submitted.

A designated course may have multiple approved locations. Providers are required to submit every location associated with the relevant instance period - thus there may be several unique combinations of COURSEID and LOCATION per instance period. An instance period is only considered to be associated with a designated course if all associated locations are designated.

The assigning of a value in this field is done by initially attempting to match on all occurrences of the three fields associated with a designated course, and where this fails, verifying if the designation is held at provider level. Failure to match to this second stage will indicate neither the course nor the provider is designated.
