Additional information

For the Student Alternative record there is a requirement to identify constituent providers by Registration Category and course-level Designation Status. This is to enable appropriate validation and reporting to be run against the category of provider.

The Registration Categories for the Student Alternative record’s constituent providers are Approved (Fee Cap), Approved, and Optional Subscriber. The identification of Registration Categories are obtained from Data Management’s static data table INSTHQPC_LOOKUP XPROVCAT values (also created as the derived field XPROVCAT).

For the purposes of course-level designation, a course is uniquely identified by the combination of a UKPRN, COURSEID and a LOCATION, which will be submitted to OfS as part of the designation process. From C19054 only two Designation categories are applied Limited Designation and Teach Out.

A designated course may have multiple approved locations. Providers are required to submit every location associated with the relevant instance period - thus there may be several unique combinations of COURSEID and LOCATION per instance period. An instance period is only considered to be associated with a designated course if all associated locations are designated.

The XDESIG02 field assigns a value to each instance period in the record with reference to this information, allowing easy identification of instance periods which are associated with Registered providers or designated courses.

This derived field operates top-down, looking for the occurrence of the submitted provider’s UKPRN against the Registration Category in the first instance, then against the Designation Status.

XPROVCAT is derived from HESA’s Data Management static data table INSTHQPC_LOOKUP(Y2)AUG.

OfS supply HESA with a designation file in XML format, containing the following structure:

Note: Valid entry 00 should not occur and would result only if a provider is in constituency but has not been added into INSTHQPC_LOOKUP by HESA or the designation.xml by OfS. Its occurrence should be picked up by Impossible values testing.
