NIA is the usable area within a building measured to the internal face of the perimeter walls at each floor level. NIA covers all areas which are used for a specific purpose.
Approaches to measuring NIA
There are two alternative approaches for the return of data on NIA:
HE Providers are able to use either approach to return NIA data to the EMR. NUA or Room Area Basis is however the preferred method of measurement, and in the longer-term HESA is aiming to standardise this approach.
NIA Commercial space
NIA should not be returned for commercial spaces that can be separately identified as a discrete area together with all associated costs, for example energy, waste, and emissions. Where the associated costs, such as waste and energy cannot be separately identified for a commercial space area, NIA for the commercial space area should be included in the EMR under Total NIA commercial space (SMNIACT). Providers should return the commercial space area as per other areas under the appropriate space measurement field, for example Residential NIA. Providers should also return the space under Total NIA commercial space. This way, the total commercial space area can be distinguished from Total NIA.
Where a provider lets accommodation, and the accommodation can be rented by any third party, even if provider staff are renting the accommodation, this should still be treated as commercial space.

Breakdown of NIA space
Where space is used for different purposes, for example teaching and research, the space should be attributed to a purpose through its predominant use or each purpose using a timetable approach. Providers should note which approach they have used in the Method of space apportionment. The timetabled approach is preferred. Using this approach, where a 100m² space is timetabled for 50% research use and 50% teaching use: 50m² would be returned under the appropriate NIA teaching and research categories respectively.
Any space such as storage space that may be attributable to either the 'office' or 'core' element of teaching or research, should be assigned to either of these categories on the basis of their actual use. Thus, if a storage room opens into a teaching office and is used for storing student records, then it should be assigned to teaching office space. The same method must be used for all space allocation.
