Changes to INITIATIVES (November 2016)

The changes to the specification detailed below are required to identify students who are participating on a course that is eligible for a postgraduate loan for master's study. In addition, there will be two new fields to recognise students in Scotland that are funded through the European Social Fund (ESF) – Developing Scotland’s Workforce, and those who are funded by industry and satisfy the criteria for attracting an additional place through SFC’s undergraduate skills for growth scheme.

Change in Guidance for INITIATIVES code U

Initially code U was to be used to capture postgraduate students who are eligible for a postgraduate loan for masters study. However, when comparing this with HESES16, inclusion in this category is entirely dependent on the eligibility of the course as opposed to the student. To ensure that there is a clear understanding and alignment, we will amend our guidance to ensure the correct level of data is collected.

Code U ‘Postgraduate Loan Eligibility’ should be used to identify students at providers in England who are participating on a course that is eligible for a postgraduate loan for master's study. This applies to students who are on courses that are:

  • Full-time, lasting 1 or 2 academic years,
  • Part-time, lasting 2 to 4 academic years - no more than twice the length of the equivalent full-time course,
  • Part-time for up to 3 years, where no equivalent full-time course exists.

This code should only be returned for Course.COURSEAIM valid entries M00, M01, M10, M11, or M16.

Addition of 2 new fields for INITIATIVES to be used by Scottish Providers.

V – European Social Fund (ESF) – Developing Scotland’s Workforce

Code V should be used by Scottish providers to identify students whose places are funded through the European Social Fund (ESF)’s Developing Scotland's Workforce (DSW) programme.

W - Industry funded place attracting additional SFC-funded place for Undergraduate Skills for Growth scheme

For 2016-17 for a Scottish provider to obtain an additional place funded through SFC’s undergraduate skills for growth scheme, the provider had to obtain funding from industry for another place. Code W should be used to identify the students whose places are funded by industry and satisfy the criteria for attracting an additional place through SFC’s undergraduate skills for growth scheme.
