Background to Estates Management Statistics (EMS)

The Estates Management Statistics collection (EMS) is a data collection initiative which began within the sector through Association of University Estates Directors (AUDE) and was jointly funded by the UK funding councils.

EMS was established in 1999 to provide Higher Education sector with standardized, reliable and useful property information to help managers understand current performance, promote sharing of best practice and drive improvements. Return of data was optional for institutions, though in practice the majority of institutions have provided data in each year. Collection and processing of the data was contracted out to Investment Property Databank (IPD).

In 2008-09 it was announced that the Funding Councils were no longer going to provide direct funding for this activity and HESA was asked to take on the responsibility, with funding coming through the subscriptions of institutions in the same way as other data streams. Further details about this decision were provided in the EMS joint statement issued February 2010.

Mandatory items

A small number of items are mandatory for institutions in England, Wales and Northern Ireland. The entire collection is optional for institutions in Scotland, although they are encouraged to make use of the system.
