The field records whether an instance has employer funding.
All instances at providers in Wales where Instance.MODE = 31 or 44 and Instance.REDUCEDI = 00.

Codes 01 or 02 should be used when it is known that the place (i.e. the student instance) has some or all employer funding (funding other than tuition fees). For example, an employer may provide a letter formally confirming payment for the new entrant on enrolment. The employer funding may cover the particular instance only or may be for all students on a course. It is not necessary that there is a direct link between the job the student is employed in and the course the student is on.
If a place is funded through HEFCW credit-based funding then code 03 would be used. If the place is funded through public sources other than HEFCW such as WG, NHS or Home Office, then code 03 should be used. Code 03 should also be used if the place is funded by WEFO through the European Social Fund's Higher Skills Wales programme, or is funded through UHOVI funding, or is part of the Welsh for Adults Tutors course scheme.
If the source of funding for the place is the student's employer and the employer is a public body, then if the course is run specifically to train people that work in that public body and the whole course or a large proportion of the course is funded by the public body, for example, provision commissioned by NHS Workforce, Education and Development Services, then the funding would be considered to be from a public source. If it is an individual's place on a course that is being funded then the source would be considered to be the employer.
It is not expected that there will be many 'Not known' codes returned for EMPFUND.
Quality rules to follow
To obtain the number of part-time student instances which are employer-funded in order to assess if changes in the part-time funding regime affect the level of employer funding, impacting on the supply and demand for part-time provision.
