This is version 1.3 of the 2013/14 Estates management record coding manual, which incorporates the following changes:
Guidance changes
- Additional guidance added to Non-residential scope 1 and 2 carbon emissions total (E12CENRT), Residential scope 1 and 2 carbon emissions total (E12CERT), Total scope 1 and 2 carbon emissions (E12CET) and Scope 1 and 2 carbon emissions - D38c, clarifying that a vehicle should not be given a non-residential or residential distinction for the purposes of the Estates management record. This ensures that the scope 1 and 2 carbon emissions from vehicles are not double counted within Total scope 1 and 2 carbon emissions (E12CET).
- The guidance has been amended in the Notes section of Non-residential building condition assessment condition A (BNRADCA), Non-residential building condition assessment condition B (BNRADCB), Non-residential building condition assessment condition C (BNRADCC) and Non-residential building condition assessment condition D (BNRADCD), clarifying that the percentage of Non-residential GIA (SMGIANR) which has been assessed as either condition A, B, C, or D respectively should be returned in these fields.
- The guidance has been amended in the notes section of Residential building condition assessment condition A (BRADCA), Residential building condition assessment condition B (BRADCB), Residential building condition assessment condition C (BRADCC) and Residential building condition assessment condition D (BRADCD), clarifying that the percentage of Residential GIA (SMGIAR) which has been assessed as condition A, B, C, or D respectively should be returned in these fields.
- The guidance has been amended in the notes section of Scope 1 and 2 carbon emissions biomass (E12CEBM), explaining that HEPs will need to calculate the scope 1 and 2 emissions as the Defra conversion factor is dependent upon the type of biomass consumed.
