The 1992 Higher and Further Education Act requires universities and other higher education providers to submit data about their activities to the UK funding councils.
HESA was established in 1993 in order to support higher education providers fulfil their statutory reporting requirements. We are a sector-owned shared service, set up by agreement between the relevant government departments, the higher education funding councils and the universities and colleges.
There are a number of organisations - including the UK governments and funding councils - who have a statutory requirement to receive data from providers. These are referred to as our statutory customers.
