Aggregate Offshore Record 2019/20 (C19052): Notification of Changes
This document summarises the changes to the Aggregate Offshore record that will be implemented for 2019/20. These changes are only applicable to providers in England and Wales. Please email [email protected].
The change to the Aggregate Offshore record includes a change in coverage to make the inclusion of dormant students compulsory. This is to enable to the OfS and HEFCW to better deliver regulatory oversight of transnational education using the Aggregate Offshore record.
The model will be as below:

INSTCAMP
This field will be compulsory. The OfS and HEFCW have a requirement to be able to identify different campuses located in the same country. This will be a provider defined identifier for each campus.
HEADCOUNT
There will be four new headcount fields to replace the current headcount field.
- Headcount of students who successfully completed
This headcount is of those students who completed the course or programme they were registered on, or one of an equivalent or higher level in the reporting year. Students who are dormant but then successfully complete should be reported as successfully completed.
- Headcount of students who are in continuing study
This headcount is of those students who are continuing study. Students who are partially dormant but also study during the reporting period, but don’t withdraw or complete, should be reported as continuing study. Students that transfer to an equivalent level programme, or higher, should be reported as continuing study.
- Headcount of dormant students
This headcount is of students who are registered but did no study. Students who are dormant for the whole reporting period should be reported as dormant. A dormant student who temporarily withdraws but returns to dormant during the reporting period should be reported as dormant.
- Headcount of students who have withdrawn
This headcount is of students who left the provision without successful completion. Students that leave without completing the course or programme they were registered on, or one of an equivalent or higher level should be reported as withdrawn. Students who are dormant but then withdraw should be reported as withdrawals.
