Aggregate Offshore Record 2020/21 (C20052): Notification of Changes

This document summarises the changes to the Aggregate Offshore record that will be implemented for 2020/21. These changes are only applicable to providers in England and Wales. Please email [email protected] if you have any questions or feedback.

Additional guidance has been added to the following data items to provide further support and clarity on which students are to be included in each:

HEADCOUNTSCS:

“Students awaiting confirmation of award or writing up”

Where a student completes their activity within the reporting year but their award has not been confirmed by the time the data is submitted, they should be included in the headcount for continuing students (HEADCOUNTSCS). This may be due to autumn exam boards whereby the student’s awards are not confirmed until after the reporting period in which the student completed their activity. Once the result is known the  student should be included in the headcount for students successfully completing (HEADCOUNTSSC) or the headcount for students withdrawn (HEADCOUNTSW) as appropriate.

Similarly, those students writing up following the completion of their structured teaching elements should be included in the headcount for continuing students (HEADCOUNTSCS). These students should be included in this headcount until their academic award is confirmed, when they should then be included in the headcount for students successfully completing (HEADCOUNTSSC) or until they withdraw when they should be included in the headcount for students withdrawn (HEADCOUNTSW).

HEADCOUNTSW:

"Students continuing study in the UK"

As per the coverage statement, where students are studying outside the UK and are not expected to spend a block of eight weeks or more in the UK, they should be included in the AOR return. If their intention subsequently changes and they continue their studies in the UK, they would be included in the Student or Student Alternative return from that point onwards. They would not be recorded in any of the AOR headcounts once included in the respective individualised return.
