Student record 2015/16 (C15051): Annual update - Outcomes

This document provides information regarding the changes to the Student record for 2015/16.

Higher Apprenticeships

Data has been requested on a new scheme for Higher Apprenticeships (for all UK providers). This will be recorded in the Instance.INITIATIVES field as a new code “Higher Apprenticeships”, with the following guidance:

A Higher Apprenticeship incorporates a work-based learning programme and leads to a nationally recognised qualification at NVQ levels 4, 5, 6 or 7 or equivalent. Code 'K' is used to identify students in England, Wales or Scotland for whom the instance comprises any part of the study component of a Higher Apprenticeship Framework.

This will also mean extending the coverage of the Instance.INITATIVES field to include Scotland and Northern Ireland.

Instance.SSN field moving

Providers will be aware of recent work by HESA and collaborators on an SLC data analysis project. One outcome of this project is that the Student Support Number (Instance.SSN) field will be moved to the Student entity for 2015/16. As part of this work ten providers were consulted, and the majority felt that the field was logically an attribute of the student and many also held this on their own student systems.

Postgraduate bursaries – providers in England only

HEFCE have indicated that they are likely to require data on postgraduate bursaries and in future data on the loan schemes. This is following the recent announcement in the Autumn Statement. However we do not have any further details at this stage.

Fee waivers for part-time students – providers in Wales only

Following a consultation with the providers in Wales, we are now able to confirm the addition of two new fields to the Student record. These fields will record data on fee waivers for part-time students at providers in Wales.

Reason required To get information about which students benefit from a part-time fee waiver given through the HEFCW scheme and to monitor the reasons for giving fee waivers.
Notes The reason an eligible student received a part-time fee waiver matches the categories contained in the fee waiver scheme guidance given in HEFCW circular W14/28HE. In summary these are:

01 Job seeker The student is a registered jobseeker, and has been for a continuous period of no less than six weeks prior to the date of application for fee waiver.
02 Benefits

The student’s family is in receipt of:

  • Universal credit
  • Income support
  • Income based jobseekers allowance
  • Housing benefit
  • Pension credit
  • Council tax reduction
  • Working tax credits.

Or, the student is in receipt of:

  • Employment and Support Allowance
  • Personal Independent Payment
  • Severe Disablement Allowance
  • Disability Living Allowance
  • Attendance Allowance
  • Incapacity Benefit.

Or, the sole income to the student’s family is Department for Work and Pensions benefits.

Where a combination of categories applies, the first applicable on the list should be used (i.e. if 01 applies, return code 01. even if 02. also applies).
