Heidi Plus Subscription 2019/20

Different subscription models apply to the organisation types of Heidi Plus users. 

HE providers

From 1 August 2019, HESA’s position as Designated Data Body (DBB) for England comes into force. HESA’s new responsibilities in England require HESA to have a clear separation of its activities into statutory and non-statutory. Such changes have a direct impact on the way the sector will access HESA’s data analytics and visualisation platform Heidi Plus.   

The Heidi Plus subscription period runs from 1 August to 31 July for HE providers, invoices are generated and issued in early August. Invoices will be issued to the Heidi Plus Lead Contact at each provider.

HESA Full Subscribers in Scotland and Approved (fee cap) in England

HESA Full Subscribers in Scotland and Approved (fee cap) in England have historically paid for Heidi Plus as part of their HESA Subscription. From 1 August 2019, Heidi Plus is no longer required to be provided by HESA as a requirement of the Office for Students and Scottish Funding Council. As a result, all English and Scottish Full Subscribers will now have to pay separately for their users’ access to Heidi Plus if they wish to continue to subscribe. 

Heidi Plus Subscribers who agree to the inclusion of their data in Heidi Plus as Categories of Onward Use of Data (Category 1) will be charged in accordance with the table set out below which takes into account the contribution of their data to Heidi Plus. 

HESA Full Subscribers in Wales and Northern Ireland

For providers that are Full Subscribers based in Wales or Northern Ireland, HEFCW and DfENI have confirmed that contributing data and subscribing to Heidi Plus will continue to be a requirement.

The cost of access to Heidi Plus will continue to form part of your HESA statutory subscription and falls outside the scope of VAT.

Heidi Plus Charging Bands from 1 August 2019 for Extended Access

These apply to those in subscriber categories Approved (Fee Cap) in England & Full Subscriber Scotland, Wales and Northern Ireland.

Heidi Plus Subscribers who do not opt-in to Category 1 Onward Use of Data will be charged on the same basis as other sector agencies and not-for-profit users of Heidi Plus (including the application of a maximum number of Authorised Users) being:

HESA Approved, Limited Designation and Teach Out Subscribers in England

HESA Approved, Limited Designation and Teach Out Subscribers in England currently pay for Heidi Plus as part of their HESA Subscription. From 1 August 2019, a reduced set of data within Heidi Plus (“Heidi Plus Limited Access”) is no longer required to be provided by HESA as a requirement of the Office for Students. As a result, all Approved, Limited Designation and Teach Out Subscribers in England will now have to pay separately for their users’ access to Heidi Plus if they wish to continue to subscribe. 
 
The following subscription fees will apply for Heidi Plus for the period 1 August 2019 to 31 July 2020 to Approved, Limited Designation and Teach Out Subscribers in England who agree to the inclusion of their data in Heidi Plus as Categories of Onward Use (Category A). Approved, Limited Designation and Teach Out Subscribers in England may choose to subscribe to a reduced set of data within Heidi Plus (“Heidi Plus Limited Access”) or broader access to Heidi Plus (“Heidi Plus Extended Access”).

Please note, Heidi Plus Subscribers who do not provide their agreement for the inclusion of their data will not be charged the above fee and will be charged on a comparable basis to sector agencies and not-for-profit users of Heidi Plus who do not contribute data (including the application of a maximum number of Authorised Users) being:

Access to Heidi Plus will be invoiced separately.  

Access to Heidi Plus will be managed by your local Lead Contact. This will typically be someone in your provider’s strategic planning office or equivalent. If you are unable to locate your lead contact, please contact us

Not-for-profit sector bodies

Not-for-profit sector bodies are eligible to subscribe to Heidi Plus.  

Your organisation will initially be assessed in terms of eligibility to access the service. You will then be charged according to the number of named users who will require access to the system, as follows:

The number of authorised users must include one Lead Contact, with the remaining authorised users can be made up of Gold, Silver and Bronze users. 

All prices are reviewed annually in line with other products and services and are subject to VAT at the prevailing standard rate. The subscription period runs from 1 August to 31 July annually. 

The subscription fees cover access to the system (at a user level determined by your need) and a basic support package with up to 10 support enquiries to the Heidi Plus team a year. We may charge for further support enquiries.

Business and private users

Heidi Plus is not currently available to businesses and private users.
